A semipostal stamp, is a stamp sold with a surcharge to raise funds for a specific cause. In 1997 a law was enacted, directing the United State Postal Service to issue its first semipostal stamp. The Breast Cancer Research semipostal stamp was issued in 1998 to help raise funds for this worthy cause. The stamps has raised over $54 million for breast cancer research (through 08/2007) with 70% of the net amount raised being give to the National Institutes of Health and 30% to the Medical Research Program at the Department of Defense.
